Periodically, the City of Oakland’s Economic & Workforce Development Department (EWDD) will send important updates to businesses, nonprofits, independent contractors and our partner organizations who support them. These are just highlights of available resources. For information on all of the support programs available, please visit our Business & Worker Resource web page.

Testing remains important even as vaccines roll out. If you’re experiencing symptoms or have been in close contact with someone confirmed to have COVID-19, please visit Alameda County’s web page to find Community Testing Sites.

Alameda County remains in the Orange Tier in the State’s Blueprint for a Safer Economy, and will remain there until the adjusted cases per day rate drops below the threshold to move to the next tier.

To help us advance to the less restrictive Yellow Tier, please continue to follow the 5 Ws to stay safer:

  • Wear a mask,
  • Wash your hands,
  • Watch your distance,
  • Wait to see loved ones,
  • When it’s your turn, get vaccinated.
State Provides Mask Guidance
Until June 15, when the State plans to full reopen the economy, the existing guidance for face coverings remains in effect:
  • Face coverings are no longer required outdoors except at crowded events, and for unvaccinated people, when physical distancing cannot be maintained.
  • In indoor settings outside of one’s home, including public transportation and schools, face coverings continue to be required regardless of vaccination status.

On June 15, the State plans to implement the CDC’s guidelines around face coverings to allow fully vaccinated Californians to go without a mask in most outdoor settings.
    Applications for the Restaurant Revitalization Fund are being accepted until Monday, May 24 at 5 p.m. (Pacific Time). The program will provide $28.6 billion in grants to independent food service or drinking establishments – including restaurants, food trucks, bakeries, caterers, brewpubs, taprooms and tasting rooms – that have 20 or fewer locations (as of March 13, 2020) and are not publicly traded.

    While the applications must be submitted in English or Spanish, the SBA has provided information in more than 30 different languages to help you understand eligibility requirements, fill out applications and answer frequently asked questions.

    East Bay Community Energy (EBCE) offers 100% renewable energy for businesses as well as homes. To help businesses understand their new default electric rate structure, EBCE will host three webinars on business rates on May 24, May 25 and May 26. Learn more at: https://ebce.org/news-and-events/
    The California Rebuilding Fund is a loan program to support California’s small businesses – especially those located in economically disadvantaged and historically under-banked areas of the state. Businesses who employed 50 or fewer full-time equivalent employees and had gross revenues of less than $2.5 million in 2019 are eligible to apply. The loans are flexible, transparent and designed to help businesses access the capital and advisory services they need to get through these challenging economic times.


    Fill out a pre-application to be matched with a participating local community lender who will work with you on your full loan application. If approved, the loan will be made through that community lender and you will continue to work with them throughout the life of your loan.
